POD STATUS POLICY

Pods do NOT dissolve. They just get status updated. When a POD’s members or theme goes stale or inactive, the POD gets marked accordingly — it remains as a permanent catalogued insight/pattern record. It continues to point at the entities it groups, and they continue to point back. This is the intended behavior — pods are static catalogued lenses, not dynamic containers.

POD statuses: - ACTIVE — theme is live and members are accumulating - DORMANT — theme was temporary or project-concluded, members are resolved or scattered - ABSORBED — merged into another POD (rare, case-by-case)

These are the top-level needs that govern how everything on the Pi clusters, structures, and persists. Every protocol, convention, and system decision should be traceable back to one or more of these.

NS-1: frictionless hosting of experiments and projects

Need to be able to spin up, tear down, and iterate without the dismantle/cleanup/setup cost being prohibitive. Systems should be lightweight enough to not resist use.
