Definition of Ready

The application is ready for final drafting when:

• Funder requirements are captured in docs/funding/funder-requirements.md.
• Source material has been logged and synthesized.
• The project narrative, work plan, budget logic, and impact case have agreed owners.
• Major decisions are recorded in docs/process/decision-log.md.
