Chunk Completion Standard

A chunk is complete only when a future coordinator can answer these questions from committed repo state:

• What was attempted?
• What exact hardware/software path was used?
• What artifact proves success or explains failure?
• What did the agent learn that changes future work?
• What should the next agent do first?
