Use In Future Stages

D3-08 through D3-13 may use MiniMax for Hermes-side model calls. Stages before D3-08 should not require live inference except for environment verification.

If inference is unavailable during D3-10, implement the deterministic stand-in required by that stage and record the failure reason. Do not block listener, parser, process registry, or kill-switch work on model availability.
