ISSUE-001: Move/Engage broken — shows all 3 units, no hex-targeting, no activate-on-current-hex

Problem
- “Move active unit” in the tile menu shows a list of ALL 3 units (rif, echo, sherpa) instead of just the unit on the currently selected hex.
- Selecting “move” does NOT return the player to the hex grid to pick a destination tile. There should be a visual targeting mode on the map where D-pad selects an adjacent open hex and A confirms the move.
- There is NO “Engage” / “Activate” / “Work” option — the unit should be able to activate the node it’s currently standing on (call Hermes, produce output, interrupt for review).
