Active target

This effort targets emulator validation on RG40XXV/Knulli FlycastVL.

Accepted artifacts:

• KOS ELF for fast Flycast validation when supported.
• GDI or CHD when a disc-image package is required by RG40XXV/FlycastVL.

Out of scope

Do not spend agent time on:

• MIL-CD exploit booting.
• CDI-first workflows.
• Physical Dreamcast burn assumptions.
• Raw IP.BIN + binary concatenation.
• Reintroducing low-memory host-style ELF linking.
