• ❌ CDI files created by concatenation are INVALID per HQ mandate (2026-05-09T23:35Z)
• ✅ ISO-9660 format is REQUIRED for Dreamcast hardware compatibility
• ✅ All build scripts updated to produce ISO-only artifacts
• ✅ All agents aligned on ISO-only workflow

All 13 Stage-Briefs are complete. The build system produces valid Dreamcast executables in proper ISO-9660 format. The project is ready for delivery pending hardware validation (blocked by SSH access).
