NFR-2: Cost

• Minimax API calls cost tokens. The cache must prevent duplicate calls for the same image.
• A single image attachment should never be described more than once.
• The cache must persist across relay restarts.
• Consider adding a per-day call limit (e.g., max 100 descriptions/day) to prevent runaway costs if a group chat is flooded with images.
